Franklin Park Teachers Council President Julienne Phillips, for whom this scholarship is named, loved education. In addition to a career of service as an educator, Julie dedicated her time to the labor movement as President of the Franklin Park Council of Teachers from 2000 to 2011. She was a tireless supporter of union causes, and a contributor to college scholarships.

This scholarship honors Jo Ann Horowitz, who was a teacher at Morton High School for many years and a vital force in Local 571, the IFT, and the AFT. Jo Ann Horowitz, through her advocacy, helped achieve equal pay for female extracurricular advisors, equal access to extra-pay jobs, including summer school, and a general awareness that women should not be discriminated against.  

Two (2), $1,650 one-time, scholarships will be awarded in 2024 by the West Suburban Teachers Union Local 571 to current PSRPs who are members in good standing of the West Suburban Teachers Union, Local 571, and pursuing a BA/BS or MA/MS in an education-related field. Classes must be taken during the Summer 2024, Fall 2024, and/or Spring 2025 term(s).This year the amount is $2500. But hurry: the deadline for the application is 15 February 2024.

This scholarship honors Maryann Karlovsky, who served as West Suburban Teachers Union president from 1979 to 1995. Maryann Karlovsky was a part of the labor/women’s rights movement for well over 50 years. She began her teaching career when she was 20 years old in Cicero District 99 where she taught social studies until she retired. In 2006, Maryann received the AFT Women’s Rights Living the Legacy Award for then 50 years of loyal and dedicated service.

Apply for the Mary Wheeler Scholarship

Mary Wheeler was a highly respected Proviso High School teacher for over 40 years. She also served as president of WSTU 571 for many years. She founded the Proviso Council of Teachers during the 1938-1939 school year and helped in the formation of several councils in the western suburbs. Mary Wheeler represents, to the young people of this area, a very courageous, pioneering spirit in her profession.

Six (6), $3,300, one-time scholarships will be awarded in 2024. Eligible applicants are high school seniors
graduating in 2024 whose parents or guardians are members in good standing of Local 571. They must plan to continue their education full time in the Fall of 2024.


Rules and Requirements:
• All portions of this application must be typed.
• Please submit:
o The completed signed Mary Wheeler Scholarship application form.
o Two letters of recommendation, one of which must relate to academic achievement. Letters must
be on a school letterhead and signed.
o An OFFICIAL high school transcript showing grades through the seventh semester in a sealed
envelope.
o A copy of second semester schedule, if not appearing on the transcript.
• The completed signed application and all the required documents must be mailed or hand-delivered (call
630-468-4083 to schedule day/time if hand delivering) to the West Suburban Teachers Union. Please see the
address printed above and on the last page.
• All materials must be postmarked by February 15, 2024.
